The Engineers Canada faculty licensure consultation has closed. Feedback is in. Now the real work begins — understanding what the proposed changes mean for your next accreditation cycle and preparing your evidence management accordingly.
If you submitted comments before August 3, thank you. If you didn't, that's okay too. Either way, the question every coordinator is asking is the same: "Okay, so what do I actually need to do differently?"
Here's what happens next, on a realistic timeline, and what you can start doing now to be ready when the new criteria take effect.
The Consultation Is Done. What Comes Next?
The consultation on proposed changes to CEAB faculty licensure criteria — Recommendations 7, 8, and 9 of the FEA Path Forward Report — closed on August 3, 2026. Engineers Canada has collected feedback from programs, regulators, and stakeholders across the country.
Here's the process that follows:
- CEAB review of submissions. The CEAB Policies and Procedures Committee will review all feedback alongside the Engineering Deans Canada Deans' Liaison Committee. This is the analysis phase — sorting themes, identifying concerns, and determining which operational realities need to be reflected in the final criteria.
- Revisions to the proposal. Based on the feedback, the proposal may be refined. Past consultations have shown that Engineers Canada is responsive to practical concerns raised by programs — particularly on implementation details, definitions, and transition timelines.
- Board approval. The revised criteria go to the Engineers Canada Board for formal adoption. This typically happens within 6–12 months of consultation close.
- Implementation timeline. Once approved, the new criteria enter the next accreditation cycle. Historically, CEAB gives programs at least one full cycle between approval and mandatory compliance. That means the earliest realistic window for full implementation is the 2028–2029 or 2029–2030 accreditation cycle.
In short: programs have 18 to 36 months to prepare. That's enough time to adjust evidence systems, update processes, and train faculty — if you start now.
What the Proposed Changes Mean — A Refresher
If you followed the consultation closely, this is review. If you're catching up, here's the core shift in plain language.
Currently, CEAB tracks faculty licensure through Specific Accreditation Units (AUs) — a count of curriculum hours that must be delivered by faculty holding, or progressing toward, professional engineering licensure. It's an input measure: you count hours, check the threshold, and move on.
The proposed change moves away from counting Specific AUs toward criteria that measure the outcomes of having licensed engineers involved in student education. The proposal defines two key terms:
- Meaningful involvement — "a clear and intentional educational approach that supports the students' understanding."
- Substantial involvement — "engagement that is meaningful, sustained, and integral to the educational experience."
The shift is from quantity to quality. From "how many hours" to "what did it actually do for the student."
This matters because the evidence you collect under outcome-based criteria looks fundamentally different from the evidence you collect under input-based criteria. A spreadsheet of faculty licenses and course hours doesn't tell the story anymore.
How This Affects Your Program
Every CEAB-accredited program will need to adapt, but the impact varies depending on your current practices. Here's what to consider:
If your program currently meets the AU threshold with room to spare, you may feel the change is less urgent. But the new criteria won't just ask "do you have enough licensed faculty?" — they'll ask "are those licensed faculty meaningfully contributing to student learning in ways that prepare graduates for professional practice?" That's a different kind of question, requiring different evidence.
If your program uses team teaching, flipped classrooms, or industry partnerships, the new criteria could actually work in your favour. The current AU system struggles to capture these modern teaching models. An outcome-based approach can recognize the full range of ways licensed engineers contribute to student education — as mentors, capstone supervisors, co-instructors, and curriculum designers.
If your program relies on non-licensed faculty with world-class expertise, the change offers flexibility. The proposal doesn't eliminate the expectation of licensed involvement — it just measures it differently. A non-licensed professor who collaborates with a licensed colleague on curriculum design, assessment, and professional socialization can contribute to the outcome even when they're not the one holding the P.Eng. on paper.
The common thread: programs that can demonstrate meaningful licensed engineer involvement — not just count it — will be in a stronger position.
Evidence Management Under New Criteria
This is where the rubber meets the road for accreditation coordinators. The evidence you need to collect and organize changes when the criteria change.
Current evidence: A list of faculty members, their licensure status (P.Eng., progressing, or neither), and the courses they teach. Sum the AUs. Check the box.
Future evidence: Documentation that licensed engineers have meaningful, substantial involvement in student education. This could include:
- Faculty role descriptions showing how licensed engineers contribute beyond lecture delivery — curriculum design, assessment development, professional mentoring, capstone supervision
- Evidence of licensed engineer involvement in student outcomes — rubrics, feedback, assessment data that shows what students learned from licensed faculty engagement
- Narratives connecting licensed faculty contributions to graduate attributes — not just "Dr. X teaches ENGR 301," but "Dr. X's licensed perspective shapes how students understand professional responsibility, public safety, and engineering ethics in this course"
- Collaboration records — cases where non-licensed faculty work alongside licensed engineers in ways that bring the required professional perspective to students
The evidence becomes more qualitative, more narrative, and more demanding. You can't just show a number. You need to tell a story — and back it up with traceable documentation.
Most programs currently track faculty licensure as a yes/no field in a spreadsheet. If the new criteria take effect in your next cycle, you'll need richer data. The question is whether your evidence management system can adapt — or whether you'll need to build something new during a six-year crunch.
Five Steps to Prepare — Starting Now
You have 18–36 months. Here's how to use that time productively:
1. Audit your current evidence.
What do you currently collect about licensed faculty involvement? Is it just a licensure status field, or do you capture the quality and nature of their engagement with students? Identify the gap between what you have now and what the new criteria will likely require.
2. Talk to your department chair.
Faculty licensure requirements affect hiring decisions, tenure tracks, and how you assign courses. Your chair needs to understand that the criteria are evolving and that the evidence requirements will follow. Get them on board early — before it becomes a procurement or hiring conversation you're not prepared for.
3. Map your licensed faculty contributions.
Go beyond the AU spreadsheet. For each licensed engineer on your faculty, document the full range of ways they contribute to student education — lectures, labs, mentoring, capstone supervision, curriculum design, professional socialization. This baseline will be invaluable when you need to demonstrate "substantial and meaningful" involvement.
4. Evaluate your evidence management system.
Can your current system — whether it's a spreadsheet, a document management tool, or a purpose-built platform — capture qualitative evidence alongside quantitative data? Can it link faculty credentials to courses to indicators to student outcomes? If not, the transition to outcome-based criteria will be harder than it needs to be. Start looking at alternatives now, not during the next self-study cycle.
5. Build a transition plan.
When Engineers Canada announces the final criteria, you'll have a clear target. But the preparation work — auditing evidence, mapping contributions, evaluating tools — should happen before the announcement, not after. A program that starts now will walk into its next cycle prepared. A program that waits will face the same six-year crunch it has always faced.
Why the Timing Matters
The faculty licensure change is part of a broader reform. The RFEA project is a multi-year initiative to modernize Canadian engineering accreditation. Other criteria changes may follow. The Tandem submission system is already changing how programs submit their self-studies. CEAB's 2025 criteria update introduced new graduate attribute rubrics.
The message is consistent: accreditation is evolving from compliance checking to outcome demonstration. Programs that adapt their evidence management to match that direction will find each cycle easier, not harder. Programs that wait will face compounding change — new criteria, new submission formats, new expectations — all arriving at once.
The coordinators who prepare now will walk into their next cycle with confidence. The ones who wait will be scrambling again.
